How Significant is the Need<br />
Bay Ridge Christian College, founded in 1953, is located in Kendleton, Texas.<br />
The continually renovated college facility includes residential dormitories and<br />
other supporting buildings on an 88-acre campus located in Fort Bend County,<br />
the fastest-growing county in the Nation. The campus offers a serene, Christian<br />
environment away from the distractions that often derail students in urban cities.<br />
This type of educational environment is needed to combat the alarming statistics<br />
which reveal:<br />
• Every year, across the country, a dangerously high percentage of<br />
students-disproportionately poor and minority-disappear from the<br />
educational pipeline before graduating from high school. Nationally, only<br />
about 68 percent of all students who enter 9th grade will graduate &#8220;on<br />
time&#8221; with regular diplomas. While the graduation rate for white students is<br />
75 percent, only about 50 percent of Black, Hispanic, and Native-<br />
American students earn regular diplomas alongside their classmates.<br />
Graduation rates are even lower for minority males. In some schools,<br />
only one-third of African-American males who enter ninth grade will<br />
graduate four years later. Yet, because of misleading and inaccurate<br />
reporting of dropout and graduation rates, the public remains largely<br />
unaware of this educational and civil rights crisis (The Civil Rights<br />
Project at Harvard University).<br />
• Serious achievement gaps persist between and among American school<br />
students of different ethnic groups. Even when Americans do graduate<br />
from high school, their skills often fail to meet even minimal standards of<br />
proficiency. The average African-American student who graduates from<br />
high school has the same mathematical aptitude as the average Anglo<br />
student when he/she graduates from 8th grade (Covenant with Black<br />

• The average African American high school graduate has the reading<br />
skills of an average white ninth-grade student. (CNN Black in America)<br />
• Nationally, only 66 percent of students who enter postsecondary<br />
institutions complete a degree. For students of color, the national<br />
postsecondary completion rate is 33 percent. In the State of Texas, the<br />
figures are 48 percent for the general population and 33 percent for<br />

• While Black males dominate the commercial and recreational arenas of<br />
professional sports, Hip-Hop, Rap, and other forms of entertainment, in<br />
some school districts, more than 50 percent of Black males never<br />
graduate from high school. In addition, Black people make up miniscule<br />
numbers of the Nation&#8217;s doctors, lawyers, and other professionals: only<br />
3.2 percent of U.S. lawyers are Black, as are 3 percent of U.S. physicians.<br />
Just 22 percent of Black males who begin college will have earned a<br />
college degree six years later.</p>

<p>Amery Rock said her three-and-a-half-year-old daughter, Darla, can’t wait for the library to open its doors.</p>
<p>“Whenever we pass it, she points it out,” Rock said. “She says she is going to get her own library card, and that she will be able to take out 10 books if she wants to.”</p>
<p>And it’s not just youngsters who are counting the days.</p>
<p>“Yippee,” said Jean Ryan. “I love that library, and I will be able to take my grandson there.”</p>
<p>Structural work was finally completed earlier this month, and now the city’s Department of Design and Construction is awaiting a final inspection, which should occur before the end of the month, according to agency Spokesman Craig Chin.</p>

			<content:encoded><![CDATA[<p>Meet the Borats Borats of Brooklyn. </p>
<p>Just like Sacha Baron Cohen in the film &#8220;Borat&#8221; playing a journalist whose deadpan humor lampoons unsuspecting locals, three aspiring filmmakers have taken their act to Bay Ridge. </p>
<p>&#8220;All right, we are making fun of people, but we live in Bay Ridge, so can you blame us?&#8221; said filmmaker Michael Rizzo, 22, who calls himself &#8220;Mayor Bay Rizz.&#8221; </p>
<p>&#8220;Our community needs someone to expose the strangeness that is Bay Ridge,&#8221; said filmmaking accomplice Jay Liquori, 27. </p>
<p>The group recently gained recognition outside Bay Ridge after posting videos on YouTube &#8211; and got thousands of hits. </p>
<p>In one scene, Mayor Rizz tells voters he will solve all the community&#8217;s problems, even putting an end to double-parking. </p>
<p>In the neighborhood, the group sparked outrage at a recent rally in front of the Bay Ridge United Methodist Church, a 100-year-old landmark slated to be demolished and resurrected into condos. </p>
<p>&#8220;We need to save the church,&#8221; Rizzo screamed with a straight face, while walking in circles amid those rallying to save the building, banging a pot with a spoon. </p>
<p>But it&#8217;s not always funny to those unfortunate enough to be the subject of the lampooning. </p>
<p>&#8220;It&#8217;s disgusting to see this man making light of a tragedy like the destruction of a landmarked church,&#8221; said Anthony Marino, 53. </p>
<p>&#8220;A lot of people were in pain and he comes around and has a good time exploiting people for his own entertainment.&#8221; </p>
<p>Rizzo understands that not everyone shares his brand of humor, but says people need to just lighten up. </p>
<p>&#8220;A lot of people get put off by us when they realize it&#8217;s a gag, but get used to us because Mayor Bay Rizz is going to be coming to your community board meetings, your events, and everywhere there is controversy in Bay Ridge,&#8221; said Rizzo. </p>
<p>The idea started last year when Rizzo and Liquori, along with fellow filmmaker Michael Strandberg, 26, got together to form Paxen, a self-described &#8220;interstellar unit of combustible gases and detonative energy.&#8221; </p>
<p>They certainly are combustible. </p>
<p>Dressed in a $500 suit, Rizzo has already spoofed some of Bay Ridge&#8217;s most contentious issues, including local politicians and last summer&#8217;s tornado, after which he offered hugs to wary residents. </p>
<p>At least one victim of the group&#8217;s antics is a fan. </p>
<p>&#8220;You can never lose your sense of humor, and they are funny,&#8221; said Victoria Hofmo, who was rallying at the church.</p>
